I think some hams refer to using the standard 100w TX (no amplifier) as barefoot. Here in the old CB days we called those using amplifiers as "hot".

The term is used heavily in DX circles on MW, LW and FM to indicate no external antenna. Paul is also correct as to the ham usage.
