I'm glad to see some interest in LWBC. The service is restricted to 153-279 kHz. While it is supposed to use 9-kHz spacings, there are a few off-channel stations in Europe. Here's a list of stations

A couple of points:
1) An RSSI/SNR of 37/02 is quite common. This could be from atmospheric or man-made noise, or from antenna noise. All loop antennas are basically limited in their SNR
