After further listening, I've concluded the unid. 1620 station is R. Rebelde broadcasting alternative programming from a FM station. Last evening I overheard the announcer at 0103 UTC say "EF-feh EM-meh". I also heard "Musica Cuba" between musical selections. The station is not parallel 670, 710, 1180 or 5025 kHz during the early evening.

WDHP 1620 was live steaming English language programming at the same time.
