Your second 1215 is most likely Kaliningrad, although we've heard others there from LBI.

It's not often I hear multiple TAs from Delaware but several were
noted from here in Nova Scotia tonight, on the PL-310 barefoot, from
about 1700-1715 local::

1. 1134 Croatia, Slavic-type talk, good signal
2. 1215 I have two stations here again, like last night, but both a
weaker levels, one with pop music and the other with talk in an unid
language. One is surely Absolut Radio, not sure of the second station
3. 1395, talk in a Slavic language, probably TWR Albania?
4. The Everlasting Het is on 1521 but I still can't resolve any audio
from Saudi Arabia tonight
