my SRF37W does the exact same thing. i suspect it is the wide open, poor filtering we all know about and that you are just hearing the strongest weather channel. mine receives the same local broadcast on all 7 channels even though only 3 different channels can easily be received by a more selective receiver here.

I've noticed an odd thing on my M37 and wonder if anyone else has seen this.
On the weather band the radio sometimes acts as though it's searching for
the strongest signal among the weather frequencies, regardless of which
channel I have it tuned to. I start at channel 1 and move up through 7, and
each channel gives me the exact same broadcast.
