Nope. Button layout is different, look closely.  The CS-106 is a rebranded version of the Tivdio/Vite VT-111 or (domestic CN Basbon DS-858).

There were two hardware (??software) versions of the HRD-1032. The original model was hard-coded to either 9KHz or 10KHz steps. The later version was software switchable as you note.

I've never seen a true rebranded version of the HRD-1032. Which is actually a bit weird considering how many other HanRongDa models are rebranded (take the zero-to-daylight HRD-747 as a current example).
