From the your description, I'd say you heard Radio Reloj from Cuba. Most references give its location at Santa Clara, with 30 kW. It broadcasts continuous news in Spanish with a time signal pip every minute followed by a CW identifier. I here it most nights in northern Oklahoma on 570 kHz.
I've also logged R. Reloj this past year on 790, 870, 930, 950 and 1020.
