The Eton Executive Traveler's dimensions are given in inches as 5.3 x 3.5 x 1.2 which is 22.26 cubic inches, or in centimeters as 13.46 x 8.9 x 3.05 which is a bit over 365 cubic centimeters.  So being more than 10% over the 20 cubic inch or 327.7 cc limit it would not be considered a ULR, no?

Of course whatever one is happy with is OK.  I've used larger radios as "spotters" and have then gone after the station on a smaller radio.
